Mally Butters

Business Area Manager (Certification Body and Services - Training & Publications)

How can Mally help?

Mally looks after BPEC’s publications and learning materials and manages the Certification Body (CB). On technical or compliance issues relating to learning materials, Mally also offers advice and guidance relating to managed learning programmes, training manuals and requests for new products.

For the CB on compliance issues, Mally can offer advice and guidance in this area when Rob Barker is unavailable, while Rob will offer technical advice and guidance on ACS, OFTEC and other CB related products and services.

Experience

Mally has over 35 years’ industry experience, with a 2:1 Honours Degree in Education together with a wealth of transferable skills gained over the years.

Mally started out as a time served plumber and heating engineer, working in both domestic and commercial environments before moving into contracting with a large company as a pipefitter/welder working on large installations across the country. Mally then moved to work for his Local Authority as a Supervisor running gas and plumbing contracts, before moving into education for nine years at Grimsby Institute working in a number of roles as a lecturer, trainer, assessor, internal verifier and Gas Centre Manager.

Mally joined BPEC in January 2012 as Training Manager for BPEC Services – a role which subsequently developed, and Mally became Business Area Manager in 2019.

Interests

Mally enjoys worldwide travel, spending time with his family and grand-kids. Mally has recently discovered gin and now regularly enjoys the odd tipple or two!

Paul Wilson

Business Area Manager (Awarding Organisation and EPA Organisation)

How can Paul help?

Paul oversees the Awarding and End-point Assessment Organisations. On technical or compliance issues, Paul will support you with anything related to qualifications or end-point assessment when Sam Clarke and Garry Glover are unavailable.

Experience

Paul began his plumbing career at the age of 16 after leaving school and starting as an apprentice with a local plumbing company in his home town of Chesterfield. He attended Chesterfield College for four years where he gained his Level 3 NVQ in Mechanical Engineering Services (Plumbing – Domestic Gas Option). Paul has achieved over 16 years in the plumbing industry to date.

In 2013, Paul made the decision to move into Further Education, and started as a Plumbing Lecturer at Chesterfield College. During his time there Paul successfully gained his teaching, assessing and verification qualifications whilst also becoming Career Pathway Leader for Plumbing.

BPEC Journey

Paul joined BPEC in February 2019 as a Technical Business Support Manager before taking on the role of Operations Manager in August 2019, and in 2025 Business Area Manager.

Interests

In his spare time Paul plays football for a local team, goes to the gym and is a season ticket holder at Derby County.

Garry Glover

End-point Assessment Manager

How can Garry help?

Garry works for the End-point Assessment Organisation within BPEC, with a focus on managing end-point assessment and the development process.  He can help out with enquiries relating to end-point assessment documentation, on-programme guidance and gateway evidencing.  Likewise, if you want to feedback on end-point assessment Garry would love to hear from you.

Experience

Garry is a fully qualified plumber holding NVQ L3 Plumbing and Domestic Heating Engineer qualification, he also holds gas competencies CCN1, CENWAT, CKR1, HTR1, DAH1 and MET1.

Garry started teaching plumbing around 13 years ago working for MET-UK, a private plumbing and gas training company where he gained his assessor award.

In 2012 Garry became the main plumbing tutor at Full Circle Learning in Rotherham. Delivering L2 and L3 Plumbing qualifications to Morrison and Mears Group apprentices. Part of his time was spent working with Full Circle Learning’s parent company Route 1 Developments, this involved the development of the current BPEC L1/2/3 Plumbing and Domestic Heating qualifications. During 2015 Garry was involved with the development of a new plumbing and gas training and assessment facility at Rotherham United’s NYS for Mears Learning Ltd.

BPEC Journey

Garry continued to teach plumbing and gas at Mears Learning until joining BPEC during November of 2017 as the Development Manager for the Awarding Organisation. In January 2021, Garry moved to the End-point Assessment Organisation full time, appointed as the BPEC End-point Assessment Manager.

Interests

Away from work, Garry likes to spend time with his family watching the kids play golf and football……and occasionally for his sins also punishes himself around Wath Golf club …oh the joy when it’s going right!!!

Jon Bexon

Development Manager

How can Jon help?

Jon works for the Certification Body (CB) and works in development. Jon is responsible for carrying out technical revisions when the annual update disk is issued to CBs.  Jon can offer advice and guidance about all things ACS, OFTEC and other CB related products and services, and any questions relating to Certification Body documents and updates should be directed to Jon.

Experience

Jon has been in the Plumbing and Gas industry since 1992. Jon completed his NVQ2 and NVQ3 at Wilmorton College in Derby before working for a number of large companies as a plumber/gas engineer.

In 2003 Jon made the move into Further Education, starting his teaching career at Stephenson College in Coalville as a lecturer. Jon remained at Stephenson College for 16 years, working in a number of roles as a lecturer, trainer, assessor, internal verifier and manager, and worked in both the plumbing and gas departments within the college.

BPEC Journey

Jon joined BPEC in February 2019 as a Technical Support Business Manager within our Awarding Organisation before taking on the role of Development Manager within BPEC Certification (CB) in July 2021.

Interest

Outside of work, Jon’s interests are mountain biking, fishing and camping. Jon also loves a bit of karaoke, and can often be found behind the mic at weekends!

Dean Watson

Operations Manager

How can Dean help?

Dean works for the Awarding and End-point Assessment Organisations. If you work for a college or training centre that wants advice and guidance on anything relating to approval, centre resource requirement advice, EQA arrangements or for general BPEC advice, Dean will be able to offer support.

Experience

Dean began working in the Plumbing and Gas industry when he was 15 as a weekend job. He then completed his 4 year apprenticeship with a private Gas and Central Heating installer. Dean continued to hone his skills whilst helping a company build up a small commercial Plumbing section before leaving to move into a teaching role.

Dean has managed Plumbing Teams within FE Colleges for the past 7 years whilst holding his Assessors, IQA and Certificate in Education.

Dean joined BPEC as an Operations Manager in April 2025 after years of being a customer he has a keen interest in the awarding organisations side.

Interests

Dean is an avid Liverpool Football club fan. He enjoys playing golf and spending time with his partner and daughter when not in work. Deans favourite quote is “Failure to prepare is preparing to fail”

David Lowe

Technical Manager

How can David help?

David works for BPEC’s business area that develops and manages our publications and learning materials.  David will deal with technical and compliance issues related to Managed Learning Programmes and training manuals, and will be the person to speak to about requests for new products.

Experience

He has been involved in the plumbing industry since the age of 14, when he worked with his father during holidays, which then resulted in an apprenticeship. His experience covers both commercial and domestic plumbing systems, with his most memorable being a full install of a university materials research laboratory. David’s teaching career started in 2000, working in private training and FE teaching, plus assessing plumbing and renewables. He has also managed an Underfloor Heating training centre, but says that joining BPEC is his proudest achievement yet.

Interests

David enjoys spending time with his family and friends, cooking and baking (and eating!). He also has an avid interest in all disciplines of engineering – learning how things work and are put together.

Ricky Fleet

Technical Manager

How can Ricky help?

Ricky works as a Technical Manager (Awarding and End-point Assessment Organisation), supporting the planning and delivery of End Point Assessments. Ricky can support you with any technical information or guidance you need when Sam Clarke and Garry Glover are unavailable.

Experience

Ricky has worked in construction from an early age; most of his family operate within the built environment sector. This resulted in most holidays spent refurbishing properties with his father and uncles. Upon leaving school, he started an apprenticeship as a plumbing and heating engineer, working for the same company as his father.

After many years on the tools, he set his sights on something different and studied in his personal time to achieve the PTLLS certificate. This qualification allowed him to start teaching at Bournemouth and Poole College where he went on to achieve the DTLLS and assessor qualifications, allowing him to teach and guide the next generation of apprentices.

After twelve years, Ricky started working as an associate for BPEC as an independent End-point Assessor, operating across the South of England and up to the Birmingham area. When the opportunity came up to work directly for BPEC as a Technical Manager, he says he jumped at the chance and he looks forward to the next chapter of his career.

Interests

Ricky enjoys spending time with his family, especially his three year old grandson, Noah, who runs him ragged (In a good way). He also spends several nights a week lifting weights in the local gym which helps to burn off any remaining energy that Noah might leave.

Andrew Blackburn

Technical Manager

How can Andrew help?

Andrew is a Technical Manager and supports the Awarding and End-point Assessment Organisations. On technical or compliance issues, Andrew will support you with anything related to qualifications or end-point assessment along with Sam Clarke, Garry Glover, Dean Watson and Ricky Fleet.

Experience

Andrew began his plumbing career at the age of sixteen after leaving school and starting as an apprentice with a local plumbing company in his hometown of Bolton. He attended Bolton College, then Salford College for five years where he gained his Plumbing Craft and Advanced Craft Certificates along with his Supervision Certificate in Plumbing Mechanical Engineering Services. Andrew has achieved over forty-five years in the plumbing industry to date.

In 2004, Andrew made the decision to move into Further Education, and started as a Plumbing Lecturer at Bolton College, before moving to Blackburn College for a promotion in 2007. From there, Andrew moved to Wigan and leigh College in 2017, once again for a promotion. During his time there Andrew successfully gained his teaching, assessing and verification qualifications, whilst also becoming the Management Representative for all the BPEC Plumbing, Heating, Gas and Renewable provisions.

Andrew undertook his EQA qualification in 2023, before undertaking the role of EQA for BPEC. Andrew joined BPEC in July 2025 as a Technical Manager (Awarding and End-point Assessment Organisation).

Interests

Andrew is a family man, who likes nothing better than spending time with his wife, children and his five year-old granddaughter. Andrew also likes doing jigsaws, walking, watching films and various sports. In his spare time Andrew is a season ticket holder for Wigan Warriors Rugby League.

Jon previously worked for over 25 years in the insurance industry and successfully managed multiple branches and led diverse teams to achieve outstanding results by fostering a collaborative and high-performance work environment with a strong focus on providing excellent customer satisfaction.

How can Jon help?
Jon is the Business Development Manager at BPEC and is available to help, guide and support new and existing centres with Approvals, Extension of Scope and any other enquiries regarding BPEC’s numerous courses.

Jon joined BPEC in April 2018 as the Admin Team Manager which he led for 7 years accomplishing many goals. In May 2025, Jon became BPEC’s Business Development Manager focusing on expanding business opportunities and driving growth.

Interests
Jon is a season ticket holder at Derby County with his wife and twin boys, and also has a keen interest in various other sports such as Formula One, Winter Sports, Cycling, and Swimming. Jon also has two dogs which he enjoys taking on walks (or them taking Jon on walks!!).

Jade Jack

Admin Team Manager

Experience

Jade graduated in 2019 with a BSc in Marketing and Consumer Psychology. She then gained valuable experience in marketing and business development before joining BPEC. During her time with BPEC she has built up a vast amount of knowledge to enable her to excel.

BPEC Journey

Jade began her career at BPEC in March 2021 as a Business Support Officer. Her dedication and leadership potential led to her promotion to Assistant Admin Team Manager in May 2022. In May 2025, she was appointed Admin Team Manager, continuing her professional growth within the organisation.

Interests

Outside of work, Jade enjoys travelling, attending concerts, visiting the theatre, and spending time with friends to unwind and recharge.

Debbie Fisher

Business Services & IT Manager

How can Debbie help?

Debbie works alongside the finance team at BPEC supporting all business areas within Finance, Business Services and I.T.

Experience

Debbie has worked within a finance and accounting environment since 1978. During this time Debbie has had varying roles, starting at the Halifax Bank as a Cashier/Mortgage Applications Clerk and then moving onto other banking, accounting, and financial organisational roles, where she developed her I.T skills along the way.

BPEC Journey

Debbie started working for BPEC in April 2003, as a Finance Officer – a role which subsequently developed, and later she progressed to Business Services and I.T. Manager in 2014.

Interests

Debbie enjoys reading, painting, photography, and spending time with her dog. She loves computer technology and fixing things. She also enjoys speaking to her friends online in Switzerland and Italy.
